Changes at Arterial Network Continental Secretariat

Arterial Network is delighted to announce the appointment of Ms Ouafa Belgacem as the new Secretary General of Arterial Network. Ms Belgacem, a Tunisian native has Masters degrees in Archeology, Business Administration and Heritage. She has been working most recently as the Regional Funding Coordinator for Oxfam in Bamako, Mali. Fluent in Arabic, French and English, Ms Belgacem has extensive experience in fundraising, project management, marketing, teaching and administration: Skills required for the consolidation of Arterial Network over the next few years after a period of rapid growth.

The outgoing Secretary General, Mike van Graan will continue to be part of the Cape Town-based secretariat for the foreseeable future and will be engaged in a handover process till the end of July. From August, he will concentrate on the activities of the African Arts Institute which houses the continental secretariat of Arterial Network, but will continue to be available to advise and assist as necessary and as required.

During the Steering Committee meeting in January 2012, the Steering Committee of Arterial Network decided that the new Secretary General would be based at the continental secretariat's offices in Cape Town. As part of its succession planning, Arterial Network established the post of Deputy Secretary General in 2010 and recruited Ms Carole Karemera with a view to her being groomed for the position of Secretary General. However, with the decision to locate the Secretary General along with other strategic roles such as the Sustainability Manager and Communications Manager in the continental secretariat in Cape Town, Ms Karemera did not apply for the position as she was unable to relocate her family from Rwanda. The position of Deputy Secretary has been discontinued, but Arterial Network will continue to avail itself of Ms Karemera's skills and expertise for particular interventions.

The contract of Florence Mukanga who joined the continental secretariat in 2008 and returned to Zimbabwe early 2011, continuing to produce the newsletter and undertake other communication tasks for Arterial Network, has run its course. We congratulate Ms Mukanga who recently gave birth to her second child. Ms Nancy Onyango from Kenya has been appointed as the new Communications Manager for Arterial Network and she is based at the continental secretariat in Cape Town. Belisa Rodrigues continues as the General Manager coordinating the administrative core of Arterial Network, assisted by Anwarie Hoosain, the Office Administrator. Espera Donouvossi from Benin serves as Project Manager and the French-English translator. Lassana Diarra based in Bamako, Mali and Maggie Otieno based in Nairobi, Kenya serve as the West African and East African regional secretariats respectively.

Changement au sein du Secrétariat Continental d'Arterial Network

Arterial Network a l'immense plaisir de vous informer la désignation de Mme Ouafa Belgacem comme la secrétaire Générale actuelle d'Arterial Network. D'origine tunisienne, Mme Belgacem détient un Master en Archéologie, en Business management (Gestion des affaires) aussi bien qu'en gestion du patrimoine. Précédemment coordonnatrice régionale de financement d'Oxfam au bureau de Bamako, au Mali, Ouata bénéficie d'une expérience étendue en techniques de levée de fonds, gestion de projet, en marketing, dans l'enseignement et dans l'administration. Parlant couramment l'arabe, le français et l'anglais, Ouafa détient toutes les qualités requises pour la consolidation d'Arterial Network pendant les prochaines années après une période du développement rapide du Réseau.

Le Secrétaire général sortant, Mike van Graan continuera à faire partie du secrétariat au Cap et sera engagé dans un processus de transfert des pouvoirs jusqu'à la fin de Juillet. Dès Août, il se concentrera sur ses activités de Directeur Exécutif de l'African Arts Institute qui abrite le secrétariat continental de l'Arterial Network, mais continuera à être disponible pour conseiller et aider au besoin.

Au cours de sa réunion tenue en Janvier 2012 à Dakar au Sénégal, le comité de pilotage d'Arterial Network a décidé que le nouveau secrétaire général soit basé en Afrique du Sud au Cap dans les locaux du secrétariat continental. Or dans le cadre de sa stratégie de succession, Arterial Network avait créé un poste de secrétariat général adjoint en 2010 et Mme Carole Karemera a été recrutée dans l'intention qu'elle succède au secrétaire général sortant au soir de son mandat. Cependant, avec la nouvelle décision du comité de pilotage qui exige que la personne qui occupe le poste du secrétariat général soit basé au secrétariat continental et travaille avec les autres postes stratégiques comme ceux de Durabilité et de Marketing et communication, Mme Carole Karemera n'avait pas postulé pour être la Secrétaire Générale puisqu'elle ne peut pas se relocaliser avec sa famille basée au Rwanda. Le poste du secrétariat général a été supprimé mais Arterial Network continuera à utiliser les compétences et expertises de Mme Karemera pour des interventions particulières.

Le contrat de Florence Mukanga est aussi venu a son terme. Recrutée depuis 2008, Florence est retournée au Zimbabwe début 2011 tout en continuant de produire le bulletin d'information et quelques activités de marketing et de communication. Présentement elle est en pleine période de maternité.

Mlle Nancy Onyango du Kenya a été désignée comme Responsable au Marketing et à la Communication d'Arterial Network et est présentement basée au Cap en Afrique du Sud. Belisa Rodrigues continue comme Administratrice Générale assistée par Anwarie Hoosain comme secrétaire administrative, toutes d'Afrique du Sud. Espéra Donouvossi originaire du Benin continue toujours comme Chargé de Projet et traducteur. Lassana Diarra base a Bamako au Mali est le Secrétaire Régional pour l'Afrique de l'Ouest et Maggie Otieno basée à Nairobi au Kenya dessert l'Afrique de l'Est comme secrétaire régionale.
