Okoye studied graphic design and animation at the IMT in Nigeria and the Cologne International Film School.

After university studies in graphic design and illustration Ebele Okoye worked as a graphic designer at a Lagos advertising agency, and freelanced as illustrator and cartoonist for magazines and papers, before committing to her career as a visual artist on a full time basis. When Okoye moved from Nigeria to Germany in 2000, she started out by studying African Studies at the University of Cologne and 2D animation at Cologne International Film School.

Today Ebele Okoye produces and directs animated films - her own as well as commissioned work - and music videos while working with illustration and web design, and continuing to exhibit her art.

The American production company Focus Features has selected Okoye's project, the animated film The Legacy of Rubies, to be part of their prestigious African short film program. The short film won:
- Best Animation | 2015 Africa Movie Academy Awards (AMAA), Nigeria
- Best Animation | 2015 Africa International Film Festival, Nigeria
- Best Animation | 2015 Silicon Valley African Film Festival, USA
- Best Animation | 2015 Out of Africa International Film Festival OOAIFF, Kenya

Okoye är utbildad i grafisk design och animation vid IMT i Nigeria och Int. Film School i Köln.

Efter universitetsstudier i grafisk formgivning och illustration arbetade Ebele Okoye som grafisk formgivare på en reklambyrå i Lagos. Hon varvade sin anställning med frilansuppdrag som illustratör och serietecknare för tidningar och tidskrifter innan hon övergick till att ägna sig åt sin karriär som bildkonstnär på heltid. År 2000 flyttade hon till Tyskland där hon studerade African Studies vid Kölns universitet och 2D-animation vid Kölns internationella filmskola.

Idag producerar och regisserar Okoye animerad film - såväl egna som beställnings-arbeten - och musikvideos. Hon är en av initiativtagarna till produktionsbolaget Shrinkfish Ltd som startade i Nigeria 2009 och som stödjer och producer afrikansk animation. Som bildkonstnär deltar hon i konstutställningar både i Afrika och Europa.

Okoye gästar festivalen med sin animerade kortfilm The Essence (2010, 6 min). Hennes kommande projekt, The Legacy of Rubies, har handplockats av amerikanska Focus Features att ingå i produktionsbolagets eftertraktade afrikanska kortfilmsprogram.
